As per the notification No. 13-Leg./2025 dated 29th Aug 2025, the Punjab Government has notified the Punjab Shops and Establishment (Amendment) Act 2025, which aims at reforming the existing regulatory structure for shops, offices, and commercial establishments, streamlining compliance and modernizing outdated provisions.

Key Highlights of the Act:

• 1. Headcount Based Applicability
• ~The act will be applicable to the establishments having 20 or more workers.
• ~The Establishment with less than 20 workers have to submit Business Intimation to the Inspector
• ~If at any time the headcount touches 20 marks, the Act becomes fully mandatory.
• 2. Change in Daily & Weekly Working Hours
• ~The daily working hour limit has been increased from 9 hours to 10 hours.
• ~The total Spread of Work has been increased to 12 hours from earlier limit of 9 hours
• ~Overtime Hours increased to 144 hours a month from the earlier limit of 50 hours/month.
• 3. Establishment must be registered within 6 months from the date of commencement of Business operations if employing 20 or more workers. Changes in business must be intimated to the authorities within 30 days from the date of such change.
• 4. Establishment having less than 20 employees must intimate within 6 months.
• 5. The Stricter Penalties have been enacted for violation of working hours of Women & Children
